Starting strong: Use a project charter to focus improvement work

A common question when thinking about opportunities for improvement is “Where do we start?” A project charter is a simple but powerful tool that helps teams begin improvement work with clarity and shared understanding.

You may hear this tool referred to as a project charter, scope document, or scope of work, but the purpose is the same: to clearly define the problem you’re trying to solve and how the team will approach it.

At its core, a project charter answers a few essential questions:

  • What is the problem?
    A clear problem statement describes current conditions and known friction points. It focuses on what is happening rather than jumping to solutions.
  • What is in scope and what is out of scope?
    Defining boundaries helps teams stay focused and avoid scope creep. Just as important as identifying what the project includes is being clear about what it does not.
  • Who is involved, and in what roles?
    Listing team members and their roles (e.g., project lead, subject matter expert, or stakeholder) helps ensure accountability and shared ownership from the start.
  • What does success look like right now?
    While metrics may evolve, the charter sets an initial understanding of desired outcomes and improvement goals.

A project charter is created at the beginning of a project, but it is not meant to be static. As teams learn more about the process, the charter can and should evolve. Updating it helps reflect new insights, an adjusted scope or a refined understanding of the problem.

It is critical to take the time to develop a clear charter from the start to save significant time later by reducing confusion, rework and misalignment. It creates a shared starting point and helps teams move forward with purpose and confidence.

In improvement work, clarity is momentum and a strong project charter helps ensure everyone is moving in the same direction.
