UCLA has implemented Policy 813: Personal Mobility Devices (PMDs) to support safer, sustainable mobility across campus. The policy responds to the increased use of electric scooters, e‑bikes, e‑skateboards and other zero‑emission devices, and outlines requirements for registration, operation, parking, storage and charging in all campus areas and UCLA‑owned or leased buildings.
Under Policy 813, electric PMDs operated on campus must be registered with UCLA Transportation. Devices that will be stored or charged inside campus‑owned or leased buildings must also meet UL safety standards and be verified for compliance by UCLA Fire. Applicable standards include UL 2272 for electric scooters and skateboards and UL 2849 for electric bicycles.
UCLA employees—including academic personnel, staff and student workers—are additionally required to follow UCLA Policy 605: Employee Safety Helmets, which mandates helmet use when operating PMDs during paid university time.

How to register your electric PMD
Visit the Personal Mobility Devices webpage
- Review requirements, including traffic laws, campus protocols, and safety guidance.
- Complete the Personal Mobility Device registration form. Verify all information before submitting.
Complete in-person verification with UCLA Transportation
- Complete the PMD Registration In-Person appointment form to schedule an in-person appointment with the UCLA Transportation office (555 Westwood Plaza). Walk‑ins are not accepted.
Once registration information details are confirmed, UCLA Transportation staff will affix a sticker to the device to complete the registration process.
UL verification (if applicable)
Ifstoring and/or charging your electric PMD in a campus-owned or leased building:
- Confirm certification to UL standards by locating a UL Listed or UL Recognized mark.
- Schedule an appointment with UCLA Fire to have your device verified for compliance.
